What factors to consider while selecting only primary pumps (with VSD) with modulating type of chillers?

in case of selecting only primary pump for the chilled water system kindly keep in mind that the diversity factor shall be consider 95 to 100 % for the chiller because the system should be sufficient to deliver the required demand and supply of cooling in case if we select less diversity the system wont be cooling efficiently.
