Which is more important for business, Entrepreneur abilities or Capital?

Both are important to run the business smoothly and they are interrelated too.  Among the abilities of an Entrepreneur, capital is also one his ability to be as an entrepreneur. 

I believe that the person who wants to start a business should have entrepreneurial skills first before he/she has access to capital. Capital without such skills will be wasted and not effectively utilized.
