i think the UAE have a better chance of growing considering that the EXPO will motivate the UAE to keep on building and developing this next 4 years regarding what is expected from the UAE and the amount of attention and visitors that it will have especially the city of Dubai knowing that it always goes beyond the expected. as for Qatar the Wrold Cup is a big event but not as big as the Expo especially the duration that is a major factor and considering that Qatar is almost ready that should seal the development and it will not have a large number of visitors as the EXPO.
