If I don't have licence keys for microsoft windows and Office 2013, Is it legal or illegal for using cracked version for 21 users in my organization?

Its  illegal and you can be punished by  state and end up in jail. 

It doesn't matter where you are or what you are working, Software piracy is completely illegal. You would never want someone to take your work for granted without paying you for your efforts, so it's the same thing around.

It depends where you are and what is the roles in your government law. In some countries they don't care about software hacking but in others it is a crime

offcourse it is illegal and unethical. it is possible if I have Enterprise agreemement with MS and we can add the licenses by using true ups.. but otherwise it is illegal.

It's illegal. You should either buy a single or volume licenses. Or KMS (key management server) connected to your domain connected to MS cloud..

Its is illegal to use any kind of pirated software not limited to Microsoft products in Organizations even if the user = 1. In the middle east it is a serious offence.
