Who announces the strategies required to execute the project in a kickoff meeting?

If the project has been awarded to a number of contractors by the owner then the owner is responsible for sharing the information and overall strategy. The contractor is responsible for explaining how he would complete his part of the responsibility within the framework of the overall strategy. If the owner has to award an EPC or EPCM type contract then the contractor shall outline his strategy for accomplishing the work within the constraints defined by the owner.
