I believe it is a sign of expressing than sign of weakness or strength. Every human being has emotions. A mentally healthy human is one who can express emotions and also knows how to handle it. So crying is way of expressing your sorrow or pain that doesn't mean that person is week. A person who cries for any reason doesn't mean that he is strong either. One should express emotions however need to weigh the situations and surroundings and be able to handle emotions in a better way.
It varies, in some situation crying is a sign of a weakness. for example: If a person craves for attention and they are using tears to express it. its a sign of weakness.
Another Scenario could be when a person is been alleviated or honor for a great achievement and they are shedding tears of Gratitude is a Form of Strength.
