From my point of view it is about which interface you're or would be familiar too, as far as I am concerned you can use notepad I even sometimes write my code with MS WORD, yet to answer your question I've been using Adobe Dreamweaver since it was with Macromedia (2004) and it has proven that it offers a wide range of objects, snippets, server connections.... Thus I would advice dreamweaver

As per my expereince Dreamweavers is the most user friendly tool for web development. The editor facilitates you alot in finding and replace the code and making changes.
Dreamweaver is part of Adobe CS, along with Photoshop, Illustrator, InDesign, etc.
It is more user-friendly in a way that it's a WYSIWYG editor. But the code can be a little bit messy because of the unnecessary tags it adds when you use it in design view. Personally I use it for coding because of it's awesome code completion in a wide array of languages (html, css, php, jquery..), having a live preview while you code is just a plus especially if you're more of a designer than coder.
