disadvantage. no incentive for contractor to mitigate risk as traditional contract will leave most of risk on client side. program may have to accommodate tendering period ( if tendering and design can not be overlapping)
single stage tendering
advantage
most competitive price most linear. form of TENDERING.
disadvantage no contract involment, may lead to high levels of provisional sum and risk items on client side. program implication to include tender period
