West Africa is very rich in natural resources yet majority of its people live far below international standards, how can this situation be changed?

First you have to  develop your natural resources. Then you have to develop your human resources to match these natural resources. Only then you can have good standard of living.

I have to say something, mostly of the countries which rich in natural resources it most poor countries because the government of this countries didn't have money and methods and technology , for this reason still a poor country , why in Africa there are no agriculture technology like Denmark or Holland ? Why the United Nations in this countries presented a shy support for development ? because the competition countries don't accept that , and needs to be the market always in monopoly case for them. for this reason still this countries a poor countries. addition for that Religious conflicts, and tribal conflicts, and the colonization of rich countries to these countries.
