What is the relation between tender and procurement departments?

the procurement department offcer doing the tendring dealing between end user and suppliers.

procurement department has a small limit budget to purchase , but Tender department has a bigger budget.    so, should be connect between the two departments to transfer the purchase orders to tende department if that have big budget
