Simply my answer is "YES" but only one condition that he should be deserving or he should have the qualities to designate at QC Manager post.

Yes, as long as his experience and qualification is suite to the requirement of the firm, he can be hired. Furthermore if his experience tackled all the international codes and standard which is used worlwide supported by his added certificcation in procedural and quality system he could be hired.  Apparently 5 years experience might be considered only as  QC Engineer position in most of the companies.

Yes. The Manager position doesn't require specific nationality. As long as the candidate is qualified to be a manager, he can designate Idian natinal as a manager.
