How much time does it take for a beginner to reach a proficiency level in English (i.e fluent speaker)?

It depends on the exposure to the amount of speaking conducted within daily life. If there is good amount of speaking every day, it may take two years. If not, might reach up to ten years. 

It depends on their learning capability and interest. Minimum say6 months.

Depending upon the situation and surrounding the person belongs to, for complete fluency it takes from three to five years.

 

First things first, if you have a "knack" for languages, you will pick up English or Chinese or Japanese or Russian with ease. If you struggle with languages, it could take many years, even in the proper environment to pick up a language.

 

This depends entirely upon you, some people can learn a language in1 year or less, others might need3-4 years or even ten years for the same level. Just because you are among English speaking people does not mean you will manage to learn the language, it does help and it does accelerate the process, but it does not mean that in let us say2 or3 years you will master the language. 

 

I have friends who have lived in the UK for the past6 years, and have even taken special English lessons there, they still can't handle their grammar, and their level of fluency is mediocre at best.  I would recommend applications like Rosetta Stone if you want to perfect your accent, otherwise learning a language depends entirely on you, if you are good at it, you can learn it from the web, from movies and from Rosetta Stone, if you are bad at it you can move to England and still be bad at English4 years from now.

It depends on how hard the person works on his/herself. Plus the program and staff play a big factor

In order to acquire a new language the learner should connect the language to his environment. this means using it  and exposing to it daily. he/she must fortify the new language by reading, listening, and speaking.

so, to answer the above mentioned question, I think if a learner followed these methods he could be a better English speaker in a five to six months time.

Generally ,English language is a country's native speaking language and is being adopted by most developed countries.this question depends on the approach of the candidate to champion.that is from the angle where is the tutorial is being held.if the country concern is an English speaking country(native) i think is at least5-6 months. but if the country concern is not an English speaking country, then at least1-2 depend on the level of attention of the student,since attention provide understanding.

they are many issues involved but mostly background, current environment, willingness and ability play an important role in order to achieve fluency based on these it can take a minimum of six months to attain fluency in English and for others it can take a lifetime

It depends upon ones interest and the environment. Since he/she got the beginning skills, now it needs to be practiced , means needs a conducive environment. So in a right environment a beginner can become fluent speaker within a year.
