How is the culture in Dubai? Are there any strict laws which a foreign employee is expected to abide by? Or there is free or democratic culture?

What I know about Dubai is that all people come to it for work and tourism, so I think that working in it is comfortable for citizens and residents

Dubai Culture is depend upon their laws and the person should follow their laws on every time being

We have to abide all the government rules of the United Arab Emirates.

Dubai is a free and liberal place where anyone can mix easily. Just be careful not to carry alcohol openly on the streets. Also refrain from crticising the government.
