Can the absence of a Q.A Manager stop a progressive assignment? Or Does the team wait until his arrival before the assignment can continue?

Absence of Q.A manager will not stop progressive assignment and there is n need to wait until his arrival, as business can not be stopped,

Till the time each department/Section head must take the role of Q.A to assure the products quality assurance they prepared , can be a good team work.
