Is there any chance that the HR Staff advice the employee or offer him change to another department based in his skills that will improve his career?

It is very well possible if you put up your request to that effect before the concern authority with your interest and highlighting your skills that will be best suitable in the respective department and will add value to the team as well as the organization and given time, I think surely a good and responsible HR will do the needful.
