Why do most employers emphasise on NATIONALITY when hiring other than looking at some ones abilities and competencies?

As far as I know and observed why most employers give emphasize on Nationality when hiring an employee because they are considering the following (in random order):

• Culture and Language
• Trust Issues
• Credibility and dependability of the employee
