Sublime text very simple and efficient to use for fresh web developers, my second option would be WebStorm by JetBrains.

In my personal experience I think that creating your kit and web platform is most usuful than depending on vesual and easy-use web platform such as Joomla, SPICE, WORDPRESS and so on, otherwise, Jquery is mosthave kit which any web developper should depond on.
