Depends what they are looking for. 
Can be your nationality, no matter how qualified for a job.
Education background on the field applied.
Numbers of years of experience. 
Are there any gaps between jobs. 
Is a person moving from one company to another frequently? and so on.
So there are many criteria recruiter can evaluate the CV.
