Leadership is lifting a person’s vision to high sights, the raising of a person’s performance to a higher standard.

I would say it should, but not necessarily. The main question is the worldview of the person and in which way she/he watch the own progress and how much she/he know about leadership, relationship leader/worker/participant or part of team.

In my opinion in that case I would also say that it depend very much on the area where the person came from. The people from east, middle east and far east are in some advantage to people from Europe or the western hemisphere. They live much more aware, have total different attitude to the life and to the human being.
