It is affected by forces of supply and demand.
Companies should have incentives of hiring cutting taxes ...
Etc.
flexible laws of firing can encourage employer to hire.
Also applying incentives for opening new firms specially small ones.
Same can be applied both locally & globally .

- Declaring Min & Max Wages according to Level of education and experience of specialization.
- Revising employment Laws specially firing non productive, irresponsible, impolite employees.
- Revising Taxes Laws according to employment volume per each company.
- create unemployment ministry from it's main objectives interviewing and discovering the key talents inside each unemployed and making use of him successfully in the same field of his talent and improve it.
