yes, definitely. Children should be given the opportunity to experience freedom and ways to express themselves.

Not necessarily because not all schools specialize in Arts, particularly writing.  There are schools that concentrate in Engineering, or Medicine for example. So, creative writing is not necessary for them.

Creative Writing is a specialized course for those who are interested in the field.
