You have an exclusive distributor in a country which is far from reaching the targets. What would you do?

Terminating the contract will possibly cause legal and other! issues as the distributor has "close!" relationship with goverment officials and customs officers. Even though the contract clearly indicates that not reaching the targets for a designated period is a valid cause for terminating the contract.
