What is the best way to speak English Fluently?

Fluency is the second step, speaking correct English being the first one. There are a few essential things to do for achieving this goal:

- Always try to converse in English.

- Speak in a slow pace which will help you to choose suitable words.

- Watch English programs on TV.

- Read literature and English Newspapers.

- Practice as much as you can.

I have no read recipe, I guess, by reading much, watching movies, listening to music, communcationg with native speakers

All of the above, but also, when you are doing language exercises, speak out loud. Students often speak within themselves when the very action of speaking English aloud helps to plant a pattern of speech and learning memory in your mind everytime you do it ;-)

Three factors should go in parallel:

1. To have the basic grammar i.e., present, past and future

2. To listen to the excellent/native speakers

3. To pracrice speaking all the time

Helping your self and practice is the best way to improve your English . Keep listening to English at any where by using the available media and try using the dictionary .

Mr.Bukhari is right. Fluency is the second level while achieving the foundation (with correct grammatical syntax - SVO) is the first level. 

Some of the tips to add on fluency is, 

1. To perfect the SVO pattern by framing short sentences / simple sentences

2. Then to gradually add words (vocabulary) to the same (short) sentence, making it long and meaningful

3. Also can categorize sentences as Interrogative, simple, complete, expressive and statement types and master them one by one. 

4. By actively listening and observing to various flavors of forming sentences 

5. By practicing (applying) them with someone close; either with family members or within oneself (in mind or in front of the mirror)

6. Being mindful of English24*7. i.e. To think in English, feel in English and express in English by assuming that you are in an English speaking country where you have none who speaks your mother tongue or any other language that you may know.

Such rigorous practice in just a week's time, will help you find your fluency with English. In sha Allah.
