In some cases yes - often companies recruit individuals based on a qualification and then they don't have the relevant experience or maturity which slows down the project. This places strain on employees who have to do double work and possibly feel resentful towards the new colleague who got the position they should have had - purely because of a "piece of paper". This is also not good for the newby, because it makes a dent in their confidence and also adds stress. This is where catch22 comes in - you need a job to get experience and experience to get a job. I am speaking in a South African context.
Though citing a particular qualification - some potential employers will opt for experience, but will then require that the candidate complete a formal qualification.
Theoretical and practical does go hand-in-hand. By best method possible for the individual it is best to do a degree/diploma or certificate in their chosen discipline.
