Do the same rules for writing story ledes in English apply to writing ledes in Arabic?

To a certain degree they are the same; however, news writing is cultrual specific. what appeals for Arabic readers might not appeal for non-Arabic readers. The angle of of the lede might need to change to take the targeted audience and the message into cosideration.
