Ramesh, I agree, sovereign guarantee(capital, security etc..) is a must, it is the key pillar to the sovereign investment code.
The question is, how much risk is a private player willing to take? And how can they mitigate the risks? Key factor to the current disruptions in post revolution N.Africa is socio-economic, no jobs being created in a once "socialist" state.
Now, if the following questions (equations), were to be answered (resolved) mutually in local/tradiotional cultural norms (terms/conditions), I believe MENA could be the new B.R.I.C region of2020.
Q1:The question is, how much risk is a private player willing to take? Q2: And how can they mitigate the risks? Ramesh, what do you think?
