You mentioned the requirement of the process as to what it should be.

Whereas it need not be necessarily the way it has to as it depends on many factors like Availability, Limitations, Urgency, Influences etc....some are within the control and some due to external matters.

Recruitment nowadays has lost it's purpose because often you see the wrong people being hired for a particular post simply because it's cost effective. There are people with enormous abilities and skills however are not given a chance because they have been constantly knocked down by first stage recruitment rejections based on cv viewing or cover letters. A person who speaks well does not automatically make him/her "perfect" for the role, his/her ability of coping with the responsibilities could be nil.  Organisations to save time and cost often recruit internally which is basically depriving fresh innovative personalities from bringing something new and modern to the business to benefit it in the long run.

No, it is a time wasting process as most of the time companies hire on references. Now a days external persons are not hired. This has created a issue for fresh graduates as they do not have any references. Companies make use of them on low salary and throw them like a prototype which is making recruitment process an outgoing useless process.

Recruitment has evolved from being a service to an entire business form on its own. you cannot judge people on what is written on their CVs and Portfolios. its more like a trial and error thing.

Recruitment is the process of attracting, nurturing and retaining potential staff for achieving the organizational goals and objectives.

Your question rather comes in a form of a general rule. However rules in business today are not effective anymore, or rather new rules are taking over.

What i mean in this case is that, in most cases is better to choose a person who is easy to work with. When i say easy, i mean a person ho gets along with its supervisors, team members and tasks that are given to that person. One more thing is, when a person that doesn't have the best qualifications, experience or skills is being chose, in most cases such persons gives more, and do the best to learn and gain knowledge.

Yes, this is exactly the definition of recruitment if we are talking about managing human resources.

 

The process is short in definition; yet it is complicated if you break it down into details. For instance, "Finding and Hiring Staff" is not a simple issue, as it requires, among others,  analysing the requirements of a job, attracting employees to that job, screening and selecting applicants, hiring, and integrating the new employee to the organisation.
