I agree to some degree that content-centric and organic SEO approach normally recommended for promotion of E-commerce website is not entirely relevant in the Gulf countries because of the fact that relatively small population centers speak a very different version of the same language (Arabic) but also Adwords, PPC are still relatively cheap ways of marketing in the Middle East especially in Arabic.  However, it does not solve the long term issue of mass-appeal and buzz about your web presence and word of mouth or organic growth of your traffic.  You can go the PPC route at this time but try to find a more cache than a generic term for your products when choosing keywords for a PPC campaign and watch out closely for Negative Keywords and their impact on your PPC campaign in certain regions you are targeting.
