In cooling tower most of the heat transfer is of radiation/ vapourisation of inler hot water,rest heat transfer if of conduction & convection.In Rainy/Summer in normal air water-vapour is more so evaporation rete will less.But in winter watervapour is less in atmospheric air, so rate of evaporation will be more.Naturally in Winter Cooling tower Efficiency will be more.
