How much training plays a part in changing behavior of workers, are traditional HSEMS and BBS the last options to minimize work related injuries?

It depends upon how much training is effective. If training provider (Instructor) has good presentation skills, good hold on the communication & can draw the attention of trainees towards him, then this training can play a good part to change the behavior of workers.
