Is it necessary or compulsory to inform our existing employer, whenever the employee start the searching the new job?

If you are just casually looking, but still serious about your current job, then no. If you have a prospective offer, or are devoting all your energy to looking because you no longer desire your current job, then yes. 

The difference is your outlook on your current employer and the productivity you can offer.
