In the Exit Meeting of an audit, if Management completely disagrees with auditors finding, then should that observation be given in the audit report.?

Only in case you can justify that observation, that is you can build a complete case and have proofs to support it.

If you were not convinced with management reply, you have to include this finding to the audit report with management's response.
