In my opinion, English version is neccessay as it is used internationally in business transactions. However, other local languages will also be helpful in understanding the software and its use.

English is one language that is in use in more than76 Countries in World and you will find most of the softwares in English except some country specific softwares.Professionals worlwide are aesthtically and mentally prepared to handle UI's in English so in Sales also same is applicable.
This is one of the difficult questions here, but I am eager to share my opinion. This depends on how the professionals learned them. If they learned these software in English, then it would be best to have them in English. However, efficiency and effectivity are not measured on whether a software is in English or not. If majority of the clients or customers speak the local language, then I believe a software with a local language version would be very beneficial. Thank you.
